India notifies sugar exports of 5,841 tonnes to European Union under TRQ scheme for 2025-26

India on Friday notified sugar exports of 5,841 tonnes to the European Union (EU) under the tariff-rate quota scheme (TRQ) for 2025-26.As per the notification, the Director General of Foreign Trade (DGFT) allocates quantity of 5,841 MT for export of Sugar to EU from India under TRQ for the year 2025-26 (October 2025 to September 2026).“Certificate of Origin, if required, for preferential export of sugar to EU shall be issued by Additional Director General of Foreign Trade, Mumbai on the recommendation of Agricultural and Processed Food Products Export Development Authority (APEDA) regarding entity and quantity for which eligible. Other certification requirements, if any, prescribed specifically for the export of sugar to EU would continue to be followed,” DGFT further added in notification.

As per notification No. 03/2015-20 dated April 20, 2015, export of sugar (HS Code 17010000) to EU under TRQ is ‘Free’ subject to the conditions notified in the ‘Nature of Restrictions’ in the notification.

  • Quantity: 5,841 MT sugar allocated for export under TRQ for fiscal year 2025‑26 
  • Scheme: TRQ allows exports up to the specified volume at lower duty (duty‑free or minimal tariff); additional exports face higher Rates.
  • Authority: The allocation is made by the Director General of Foreign Trade (DGFT) under Public Notice No. 18/2025‑26, issued on August 1 and 2, 2025 
  • Implementation & certification: The Agricultural and Processed Food Products Export Development Authority (APEDA) manages the quota. The Additional DGFT in Mumbai issues Certificates of Origin (if required), based on APEDA’s recommendations.
  • Regulation: The export remains classified as “Free” under HS Code 17010000, subject to restrictions specified in Notification No. 03/2015‑20 (April 20, 2015) and subsequent guidelines 

Context & comparison

India has historically allocated the same 5,841 MT sugar export quota under TRQ for previous seasons:

  • For 2024‑25 (Oct 2024–Sep 2025) 
  • And earlier also for 2023‑24 (Oct 2023–Sep 2024) 

So this year's allocation continues a consistent annual TRQ allocation practice for the EU.
