"Russia Secures U.S. Deal to Ease Food and Fertilizer Curbs, Reviving Black Sea Security Agreement"

Moscow, March 2025 – Russia announced on Tuesday that the United States had agreed to help lift restrictions on Russian food, fertilizer, and shipping companies in exchange for securing a maritime security deal in the Black Sea. The agreement, which includes provisions for banning military strikes on energy infrastructure, marks a significant step toward de-escalating tensions and potentially paving the way for broader peace negotiations to end Russia’s three-year war in Ukraine. 

What Are the Main Aspects of the Agreement?

✅ What Does Russia Get? 

The United States has agreed to assist Russia in regaining access to global agricultural and fertilizer markets by: 

  • Restoring Payment Channels: Russia’s state agricultural bank, Rosselkhozbank, and other financial institutions involved in food and fertilizer trade will be reconnected to the SWIFT international payment system.
  • Reducing Maritime Insurance Costs: Lowering insurance premiums for Russian vessels transporting food and fertilizers to global markets.
  • Port and Trade Finance Access: Easing restrictions on Russian shipping companies, restoring their access to international ports, and facilitating trade finance for food and fertilizer exports.
  • Lifting Curbs on Agricultural Machinery: The deal also includes lifting restrictions on the supply of agricultural equipment and other goods essential for Russia’s food and fertilizer production.

 

Maritime Security Measures

In return, Russia agreed to a maritime security deal that revives the Black Sea Initiative by ensuring: 

  • Safe Navigation in the Black Sea: Russia and the U.S. agreed to ensure that commercial vessels would not be used for military purposes and that safety protocols would be maintained through vessel inspections.
  • No Use of Force: A commitment to avoiding the use of force in maritime zones, contributing to stability in the region.

 The Kremlin emphasized that these conditions must be met before the deal on maritime safety can fully take effect. 

✅ What Does Ukraine Get? As part of the agreement, Washington reaffirmed its commitment to supporting Ukraine in critical humanitarian and security areas, including: 

  • Prisoner Exchange and Return of Civilians: The U.S. pledged to facilitate the exchange of prisoners of war and the release of civilian detainees.
  • Return of Forcibly Transferred Children: Ensuring the safe return of Ukrainian children who had been forcibly transferred during the conflict.

 🌊 Where Did This Deal Come From? The agreement essentially revives the Black Sea Grain Initiative, originally brokered in 2022 by the United Nations and Turkey, which enabled Ukraine to export grain through the Black Sea. It also reinstates an associated three-year Memorandum of Understanding (MoU) under which the U.N. agreed to assist Russia in removing barriers to its food and fertilizer exports.

Russia withdrew from the initiative in 2023, citing dissatisfaction with unfulfilled commitments related to its agricultural exports. Although Russia has managed to export grain through alternative routes, Moscow has argued that financial, logistical, and insurance-related restrictions created significant hurdles.
